Abstract of Study
“ A Suggested System for Primary
Stage Teacher Education, A Comparative Study

Introduction :
In the last decade , the
issues of teacher education and teacher professionalization have
become of prime concern to policy makers within and outside the
teaching profession , all over the world . In the USA alone ,
three important commissions submitted their recommendations for
change and reforms in teacher education since 1985 : the
national commission for Excellence ( 1985) , the Carnegie Task
Force on Teaching as a Profession
( 1986 ) , and the Holmes Group ( 1986 ) . In England and Wales
, the Council for the Accreditation of Teacher Education was
established in 1983 to monitor the quality of Teacher training
within colleges of higher education and university departments
of education .
In Egypt , several
committees were formed and a lot of conferences were held to
promote teacher education and training . One of those was “ The
National Conference for Developing Teacher Education ,His
Training and His Welfare “ , headed by Mrs . Mubarak .
Such great care for
teachers arises from the fact that the quality of the
educational system as a whole depends basically on the quality
of the teacher who is going to carry out the educational plans .
In short , if we want to give our young people the best
education possible , we must first provide the best education
and training to those who will teach them .
Statement of the problem :
Being about to witness a
new century laden with regional and international challenges ,
Egypt is in a bad need of preparing its teacher – especially
primary stage teacher in a way that enables the new generation
to advance , in order to to find themselves the front position
in a world where the survival is only for the best . In this way
, the problem of study can be stated in the following main
question :
What is the
suggested system for primary stage teacher education in Egypt in
the light of the preparation system in the two countries of
comparison ?
Out of this main question arise
the following minor question :
1-
What are the
sides of the present system for primary stage teacher education
in Egypt in terms of
reality and problems ?
2-
What are the
sides of the primary stage teacher education system
in Israel ?
3-
What are the
sides of the primary stage teacher education system
in Japan ?
4-
What are the main
sides of the suggested system for primary stage teacher
education in Egypt in the
light of the preparation systems in Israel and Japan ?
Results of study :
The study concludes with the
suggested system which is composed of the following elements :
(1) Preparation Philosophy :
The study recommends to put into
consideration the following :
a-
The Arab Israeli
conflict .
b-
Globalization and
its consequences .
c-
Knowledge
explosion .
d-
Environmental
Awareness .
(2)
Preparation Institution :
The study recommends to prepare
the primary stage teacher in separate university faculties in a
four year program .
(3) Admission
Requirements :
The study recommends the following
:
a-
The Candidate
should pass rigid standardized objective interviews to secure a
good teacher
b-
The candidate
should pass oral and written tests in the subjects he is going
to study .
c-
The candidate
should pass the medical check and physical fitness tests .
(4)
Preparation System :
The study presents some
recommendation for the integrative system :
a-
There should be
actual integration among the three elements of preparation.
b-
There should be
coordination among the teaching staff members .
c-
Student
activities should be included in the preparation program .
(5) Study System :
The study recommends
using both the term system and the credit hour system which will
offer choice of subjects , time of study and teachers .

Specialization System :
The study suggests that
specialization begins from the first year as follows :
a-
General section :
where the class teacher is prepared .
b-
Specialized
Sections : where the subject teacher is prepared .
(7) Teaching Practice :
The study recommends that teaching
practice program begins from the first year of preparation ,
establishing a kind of “ teaching hospitals” for thorough
clinical field experience for student teachers .
(8) Evaluation System :
The study recommends to
leave out the essay tests and use the concept of continuous
evaluation throughout the year, in the light of reliable and
valid standards for evaluation .
(9) Teaching License :
The study recommends
that the graduates get the teaching certificates only after
working successfully in a primary school for six months . Also,
in order to get the teaching license, they should meet some
requirements . According to the results of various
types of tests, they get certificates of different categories
:
a-Temporary certificate
: It is valid for 12 months .
b-Regular certificate
: It is valid for 5
years .
c-Advanced certificate
: It is valid for 10 years .
d-Life long certificate
.
(10) In-Service Teacher
Training :
The study recommends to
apply the School Based In service Teacher Training which is
applied in the advanced countries in addition to Japan and
Israel . In this program , training courses are held for
teachers inside their schools under the supervision of
experienced teachers and inspectors of these schools , for two
days a week and at least sixty days a year .
